The Council on Public Relations' original recommendation was for the AVMA to partner with Woof LLC, Seeing Eye Inc., and American Kennel Club by providing $60,000 to help produce the film. While the board recognized the film's educational and entertainment values, they were reluctant to spend the funds. As a compromise, AVMA President Jack O. Walther offered an amendment to the recommendation that the AVMA offer technical advice instead, which the board approved.
