The Department of Homeland Security has issued the record of decision selecting Manhattan, Kan., as site for the new National Bio and Agro-Defense Facility. The NBAF will be a state-of-the-art, high-security laboratory facility for research on foreign animal and zoonotic diseases that can affect livestock. The NBAF will replace the half-century-old Plum Island Animal Disease Center in New York, currently the only U.S. facility for studies with the live virus that causes foot-and-mouth disease. Facility design will begin this year, while the construction will begin next year at the site at Kansas State University. Plans call for the NBAF to be operational by 2015.
