Brief Description:

The NOAA and U.S. Department of Agriculture Agricultural Research Service (USDA-ARS) announced on behalf of the Federal Interagency Working Group on Aquaculture, functioning under the Office of Science and Technology Policy, that a draft National Aquaculture Research and Development Strategic Plan (R&D plan) for the United States is being made available for public review and comment. This plan is intended to provide a framework for federal agencies to develop programs for research and development that affect the production of aquatic organisms such as finfish, crustaceans, mollusks, and algae.

AVMA Response:

The AVMA compliments the USDA-ARS and NOAA-NMFS for developing the draft National Strategic Plan for U.S. Aquaculture Research and Development, under the auspices of the Joint Subcommittee on Aquaculture (JSA) and in accord with the National Aquaculture and the National Aquaculture Improvement Act of 1980 and 1985. Without a concerted effort to implement this Strategic Plan, the U.S. is likely to fall further behind other lesser developed countries that already produce more than 85% of the seafood that the U.S. imports, often using technology developed in the U.S.

The AVMA concurs that the primary nine goals should be the initial emphasis of the Strategic Plan and applauds the authors for clearly identifying specific, targeted outcomes, milestones, and performance measures for each of the goals. As the Strategic Plan is implemented over the next 5-10 years, the AVMA encourages JSA to consider providing public annual progress reports on its implementation, and inviting public comments on new and emerging issues that may need to be included in the Strategic Plan.
