The Executive Board disapproved a recommendation from the Animal Welfare Committee establishing an AVMA Panel on Assessment and Alleviation of Pain and Distress in Animals.

The $42,000 proposal failed to garner support from enough board members, many of whom were concerned about the scope of the panel's efforts, as well as its membership composition. The board had postponed a decision on the panel during the July 2004 meeting.
