Legal compounding begins with drugs approved by the U.S. Food and Drug Administration (FDA). Nevertheless, veterinarians recognize occasional instances where unapproved bulk drugs are needed to relieve pain and suffering in non-food animals when approved drugs are otherwise unavailable or medically insufficient. FDA discretionary policy must recognize that reality.
