American Horse Slaughter Prevention Act, H.R. 2966 and S.1176 Would amend the Horse Protection Act (HPA) to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption; gives the Secretary of Agriculture the authority to detain for examination, testing, or taking of evidence, any horse at any horse show, horse exhibition, or horse sale that the Secretary has probably cause to believe is sore, or believed to be in violation of previous provision; and, raises the authorization of appropriations for the HPA from $500,000 to $5,000,000. Animal Fighting Spectator Prohibition Act of 2011, H.R. 2492 and S. 1947 Would amend the Animal Welfare Act to prohibit knowing attendance at an animal fight or causing a minor to attend an animal fight.  Imposes criminal and civil penalties for violation. Horse Protection Act Amendments, H.R. 6388

Would amend the Horse Protection Act to: make the act of soring illegal; prohibit the use of action devices and performance packages; require the USDA to license, train, assign, and oversee inspectors; increase civil and criminal penalties for violations; and allow for permanent disqualification after three or more violations.
