Proposed Actions to Reduce Risks from Rodenticides

Formal title: Docket Number [EPA-HQ-OPP-2006-0955; FRL-8104-7] Rodenticides; Proposed Risk Mitigation Decision; Notice of Availability

EPA is proposing three actions in order to reduce risks posed to children and wildlife by rodenticides:

  1. Classifying all bait products containing the active ingredients brodifacoum, bromadiolone, and difethialone as restricted use pesticides.
  2. All rodenticide baits available to the public must be sold in tamper-resistant bait stations with solid bait blocks, and
  3. Labeling improvements to mitigate risks.

Brief Description:

In order to help protect the safety of children and wildlife the EPA is proposing new regulations regarding rodenticides. Under the proposed regulations, rodenticides could be sold to the public only when in solid bait form in tamper-resistant bait stations. The use of second generation rodenticides would be restricted to certified applicators. Labeling on the packaging of certain rodenticides would be improved to mitigate risk.

AVMA Response:

The AVMA responded to the EPA, stating that it applauds the EPA's protection of the health of children and wildlife. The AVMA also encourages the EPA to consider any potential, inadvertent risks to public health and food safety. The AVMA response sited the fact that effective rodent control in swine facilities is necessary in the control of disease-causing organisms such as trichinae and Toxoplasma sp.

The AVMA also stated that protecting the public from diseases that can be prevented with effective rodent control is as important for public health as preventing exposure to rodenticides.

AVMA responded on May 17, 2007.

EPA's decision reduces rodenticide exposures to children and wildlife, while still allowing residential users, livestock producers, and professional applicators access to a variety of effective and affordable rodent control products.
