Battlefield Excellence through Superior Training (BEST) Practices Act (Senate version)

This bill requires the DOD to phase out animal-based training methods in the treatment of combat trauma injuries. It also requires that by Oct. 1, 2020, the DOD use only human-based training methods for such purposes. Unlike the House version of the bill, it provides an exception when the Secretary of Defense determines that human-based training methods will not provide an educationally equivalent or superior substitute for live animal-based training methods.

Status: Sen. Ron Wyden (D-Ore.) introduced S. 587 on Feb. 26, 2015, and it was referred to the Senate Committee on Armed Services.
