The AVMA Board of Directors approved the establishment of the SAC on April 8, 2005 to support AVMA efforts to foster successful participation of constituent organizations in state legislative and regulatory affairs for the benefit of animal health and welfare, public health, and the veterinary profession.

The committee shall consist of eight voting members who will represent the following:
All members are appointed by the Board of Directors - ASVMAE and LAC will nominate their representatives for appointment. The committee's membership should reflect the variety of interests and practice settings of veterinary medicine. In addition, an effort should be made to appoint members from both large and small states, as well as urban and rural settings.
Committee members are eligible to serve two consecutive 3-year terms. Member terms may be limited by the term of service remaining with the entity being represented.
The Crisis Advisory Team includes two members of the SAC (the chair of the Committee and another member of SAC designated by the Committee Chair) plus the Committee's staff consultant.
The SAC is chaired by the Board of Directors member who shall also chair the CAT.
Meetings will be held up to twice a year in Schaumburg, IL at AVMA Headquarters.
Travel expenses will be authorized in accord with AVMA travel policy.
The SAC and CAT will advise and report to the Board of Directors.
Committee performance will be reviewed in compliance with AVMA governance policies
