State Licensure Information

Score Reporting Fees
The American Association of Veterinary State Boards (AAVSB) has pledged to waive the score reporting fee for any displaced veterinarian seeking licensure in another state. The information is on their website at www.aavsb.org or call toll free at 877-698-8482 for further details.

Alabama
Under current laws, Alabama can issue up to two 90-day temporary licenses which gives a six month period to secure all requirements prior to taking the State Board Jurisprudence Exam. Fees can be paid anytime during that 6 month period. Applications for Temporary License and State Board applications can be found on the website www.asbvme.us. Completed forms can be faxed to the office for issue of a temporary license.

Alaska
The website where you can access the statutes and regulations and application packets pertaining the practice of veterinary medicine in the State of Alaska is www.commerce.state.ak.us/occ. Scroll through the drop-down menu under Professions Licensed to Veterinary Examiners (last on the list).

Alaska has a "Temporary License" (12 AAC 68.045). This license may be issued after the board has reviewed and approved an applicant for full licensure, for the period of time (30 days at most) it will take the applicant to successfully complete the state Jurisprudence Exam. The Temporary License goes inactive upon notification of exam score. The Temporary License application is included in the Veterinary License application packet.

Alaska also has a "Temporary Permit" (12 AAC 68.046). This license is for an out-of-state licensed veterinarian to conduct the practice of a person licensed in the state that is, or will be, absent from practice. This license is issued for a 60-day period of time, and upon request to the board, and payment of applicable fees, may be renewed. The Temporary Permit application is included in the Veterinary License application packet.

Arizona

Arkansas
The Arkansas Board has implemented an Emergency Temporary Permit for LA and MS veterinarians displaced due to hurricane Katrina (copy attached). This is a simplified version of the application for license and the application fee and temporary permit fee is being waived for this ETP. Applicants can contact our office for a copy of the application. Upon receipt, we will contact the LA or MS State Board to confirm that the applicant is in good standing.

Colorado
Colorado currently has no provisions for issuing any temporary permits for veterinarians of any type in this state. Colorado does not regulate veterinary technicians, at this time, so whatever certification they have in their own states or nationally, would probably be recognized by employers here.

Georgia
The Georgia State Board of Veterinary Medicine is in the process of reviewing differing licensure options but has not yet developed anything different than the current process. Hawaii
Hawaii's temporary permit allows the veterinarian to practice veterinary medicine only under the supervision of a veterinarian licensed to practice in Hawaii, and is available only to applicants who are waiting to take and pass the Hawaii board examination.

Illinois
Illinois Department of Financial and Professional Regulation has established a task force regarding displaced licensee's from the hurricane ravaged areas. We will work with those licensee's affected by the hurricane in an effort to expedite their licensure process should they seek licensure in Illinois. Illinois does have a temporary permit provision for licensed veterinarians coming from another jurisdiction. The fee for the veterinary license which includes the temporary permit is $100. Should a licensee not be able to pay for the licensure fee up front, the Department will allow up to a 90 day grace period. Maryland
Maryland's laws and the Board's regulations preclude the Board from offering temporary licenses. Should a displaced veterinarian seek licensure in Maryland, and is able to provide the information as set forth in the attached memo, the Board is willing to convene a special meeting for the sole purpose of interviewing those individuals with whom the Board must personally meet. Missouri
If a displaced veterinarian or veterinary technician comes to Missouri, that individual can obtain a temporary license in Missouri by filling out an Application for Veterinary License and an Application for Provisional Veterinary Licensure. The individual would not need to submit the documentation usually required for a provisional license. A provisional license in Missouri is a temporary permit to practice under the direct supervision of a Missouri licensed veterinarian for one year.

Also, if the veterinarian or veterinary technician would decide to seek full licensure in Missouri, the individual would have to meet all the requirements for licensure and submit the $300.00 fee. All applicants applying for full licensure must take the Missouri State Board Examination.

Nebraska
Nebraska does not have a temporary license or special license for this type of emergency for either veterinarians or veterinary technicians. Anyone practicing veterinary medicine and surgery or veterinary technology in Nebraska must have a current Nebraska license. This applies to whether the work is temporary or permanent. Even if the person is being supervised by a licensed veterinarian, they still must have a current Nebraska license.

For veterinarians and veterinary technicians displaced by the hurricane, we will make every effort to obtain the necessary information required for licensure by whatever means are available. Because every person's situation will be a little different, we will need to work with the applications on a case by case basis to determine the best way to obtain the necessary information. We will expedite the applications of these individuals as quickly as possible. While we cannot make general guarantees about licensure, there should be a way to verify the necessary information in order to issue a license for every displaced person who wants to work in veterinary medicine in Nebraska. Nevada
The Nevada State Board of Veterinary Medical Examiners has graciously agreed to waive the licensing fee for the veterinarians and technicians in Alabama, Louisiana and Mississippi who would like to get licensed to practice in Nevada.
Nevada doesn't currently have any provisions in our laws for temporary licenses. Instead, we are offering to let them apply for licensure at no cost until March 31, 2006.

New Hampshire
The New Hampshire Board is willing to provide a temporary permit to any displaced veterinarians wishing to practice here. New Jersey
An individual need to complete an application, and provide us with their transcript, NAVLE or NBE CCT scores to be approved to sit for our State exam which will then allow them to have a temporary permit (NJ requires criminal background checks on all health practitioners). New York
New York does not have temporary licensure or permits that fit this situation. Anyone in this situation should contact the NY Board office at 518 474-3817 ext. 250 or at vetmedbd@mail.nysed.gov.

North Carolina
The Statutes in North Carolina allow for temporary permits. It is:

90-187.4. Temporary permit

  1. The Board may issue, without examination a temporary permit to practice veterinary medicine in this State:

    1. To a qualified applicant for license pending examination, provided that such temporary permit shall expire the day after the notice of results of the first examination given after the permit is issued
      .
    2. To a nonresident veterinarian validly licensed in another state, territory, or district of the United States or a foreign country, provided that such temporary permit shall be issued for a period of no more than 60 days.

    3. Temporary permits, as provided in (1) and (2) above, may contain any restrictions as to time, place, or supervision, which the Board deems appropriate. The State Veterinarian shall be notified as to the issuance of all temporary permits.


  2. A temporary permit may be summarily revoked by majority vote of the Board without a hearing.

While holding a temporary permit, required paperwork must be completed for taking the examination. The next state exam open for applications was scheduled for January 25, 2006. The Statute requires 90 days public notice for a state exam. Therefore, the North Carolina Board is willing to hold an exam in mid December for anyone interested in practicing in North Carolina. Texas
Texas will be implementing a Temporary Emergency License (TEL) for licensees from states affected by Hurricane Katrina. It will be a simplified version of the application for licensure. Information will be on our website.
It will require a simple mail or fax request to our office. A call to your state VMA will be made to confirm that the applicant is in good standing. Once confirmed, we will mail or fax a TEL to them. It will expire Feb 28, 2006.
Many veterinarians who get the TEL will need a controlled substances registration from our Department of Public Safety (DPS). DPS will be cooperating with us on those applications. The necessary forms will be included with the application. They explain the conditions under which the DPS registration will be required (e.g. issue a controlled substance prescription).

Canadian Provinces
The applicants that require our help (there is no guarantee of success) in receiving a temporary work permit, need to provide the CVMA office (helpkatrinavets@cvma-acmv.org) with a copy of the completed immigration application form which we would share with one or several government offices that are committed in trying to help expedite the immigration process under these special circumstances.

Applicants seeking temporary work in Canada:

  2. Application for Canadian CQ (note that the CVMA's National Examining Board is waiving the entire fee of $ 401.25): for which an applicant must provide the following:

    2. an original or notarized copy of the veterinary degree;
    3. a passport size photo, signed and dated;
    4. a letter of good standing from the veterinary licensing authority with which a license is currently held;
    5. a notarized copy of the birth certificate or other piece of official, government-issued identification (e.g. driver's license, passport, etc.).

Alberta, CANADA
Veterinarians are required to be graduates of accredited veterinary programs and to have successfully completed the NAVLE. Provisional arrangements may be possible for individuals not meeting these requirements but who can demonstrate equivalence. All displaced veterinarians are required to meet the standards above under Canadian Provinces.
