 – New English language requirements—September 1, 2004
On September 1, 2004, new English language requirements will be in effect for non-native English speaking candidates who have not yet completed Step 2, English language proficiency, of the ECFVG certification program. The English language examination waiver requirements for native English speaking candidates have not changed.
English language examinations (TOEFL/TWE and TSE OR IELTS OR CAEL) taken BEFORE September 1, 2004, with score reports received in the ECFVG office AFTER September 1, 2004, will be assessed under the previous English language requirements. However, if Step 2 remains incomplete after receipt of those scores, the new requirements will apply.

 – NAVLE registration
The NAVLE registration deadline established by the National Board of Veterinary Medical Examiners (NBVME) is 92 days prior to the opening of the testing window. ECFVG candidates registering for the NAVLE typically need the ECFVG office to send a verification letter indicating program status to the state veterinary regulatory board. To allow processing of such requests, candidates must submit a written verification request to the ECFVG office in a timely manner (ie, at least 2 weeks prior to the NAVLE registration deadline).  – Clinical Proficiency Examination
With the cooperation of established and new ECFVG-approved CPE sites, the ECFVG has increased the capacity of the Clinical Proficiency Examination (CPE) from 88 positions in 2000, to 126 in 2002, to 137 in 2004. Demand for the CPE is once again increasing, and the ECFVG continues to actively recruit new CPE sites. Recently, the Commission received verbal notification that one university-affiliated site intends to submit a new CPE site proposal in the near future. In addition, on June 18, 2004, the Western Veterinary Conference (WVC) Board voted to include the CPE as an integral component of its planned Educational Center in Las Vegas, Nevada. However, the target completion date is February 2006 at the earliest. ECFVG evaluation of the university-affiliated site will begin as soon as a written proposal is received. Evaluation of the WVC site will not likely begin until 2006, with a potential first CPE administered sometime that year.
To meet the immediate capacity needs of the CPE, the AVMA Executive Board recently approved exploring the potential of developing a temporary CPE site. In early August, an AVMA site review team evaluated a potential temporary CPE site in Las Vegas, Nevada, and funding for a 3-year lease was approved. Examinations will be administered under contract with the WVC. Once the agreement between the AVMA and WVC is complete, the ECFVG will conduct at least two evaluations of the temporary site; one prior to the first CPE administered and the second, during the first exam, anticipated to be administered in the fourth quarter of 2004 or first quarter of 2005.
