In August and early September:
- Illinois enacted legislation to provide an estimated $2.5 million in funding of low cost spay/neuter and rabies vaccination programs through a variety of sources such as donations, voluntary tax check-offs, public safety fines and licensing differentials for intact animals. A unique feature of the new law helps fund the spaying and neutering of feral cats. A controversial tax on rabies vaccination was opposed by veterinary medicine and removed from the final version passed.
- Oregon passed a significant revision of its dangerous dog law and made dog keepers strictly liable for economic damages incurred by persons physically injured by their dogs.
- HB 1946 was introduced in Pennsylvania to revise the state's unfair competition law by increasing to 90 days the period a dog purchaser has to receive a refund, replacement or reimbursement for expenses if a purchased dog is clinically ill or dies from certain diseases.
Although most state legislatures have adjourned for the year, several continue or have scheduled special sessions this fall: California, Massachusetts, Michigan, New Jersey, New York, Ohio, Pennsylvania, Wisconsin and the District of Columbia.
