| Brief Description: |
The Department of Health and Human Services (DHHS) has proposed to modify regulations that require public disclosure of external funds received by Public Health Service (PHS)-grant recipients. If finalized, educational institutions will be required to review and disclose funds received by their PHS-grant recipients who meet the following summarized criteria:
- Work with an outside entity (inclusive of not-for-profit organizations) whose charge is relevant to the grant recipient's university appointment.
- Receipt of $5,000 or more from the outside entity in honoraria, travel reimbursement, or salary during the twelve months preceding the disclosure deadline period, and
- Determination by the recipient's university that the receipt of such external funds should be reported to the public and the DHHS.

| AVMA Response: |
The AVMA applauds the DHHS's initiative to ensure transparency and the public disclosure of financial interests when university researchers receive funds from external sources/outside entities. We ask DHHS to consider, however, whether this regulatory change could create a disincentive for professionals (or their institutions) who in the course of their academic appointments are considering volunteer opportunities with not-for-profit scientific societies, such as the AVMA.
To continue being the leading scientific organization on animal health and welfare advocacy and education, we need veterinarians – including those in academia – who are willing to serve in a volunteer capacity within the AVMA. |
