Changing prohibitions on materials included in animal feed or food

Summary
The FDA is considering changes to regulations to prohibit the use of brains and spinal cords from cattle in feed or food of all animals. The proposed prohibitions are modified dependent on the age of the cattle and whether the cattle were passed for human consumption. The changes are intended to strengthen existing safeguards to help prevent the spread of bovine spongiform encephalopathy (BSE) in U.S. cattle.

The AVMA is pleased that there is not a proposal to prohibit the use of blood and blood products such as in colostrum replacers. The AVMA believes that the proposal achieves a proper balance between BSE risk reduction and the negative impacts on the environment (e.g., carcass disposal) and on animal disease surveillance activities. However, the balance may not be appropriate if the estimates and assumptions in the proposed rule are not accurate.
