| Health Savings Accounts |

| Summary: |
- Health Savings Accounts (HSA) are high-deductible insurance plans coupled with accounts in which individuals may build equity for future use on health care expenses or, subject to taxation, other purposes.
- The lower premiums associated with HSA are attractive to businesses struggling to offer health insurance benefits to their employees.
- The current growth in the cost of health insurance is unsustainable. Average premiums for veterinarians have increased approximately 15% over the past ten years, while income has increased only 8% yearly.
- The equity in an HSA may be carried from one job to the next, allowing more flexibility for employees.
- HSA infuse consumer-cost control principles into the healthcare marketplace.

| AVMA Position: |
| The AVMA is actively pursuing passage of legislation designed to expand Health Savings Account options. |
| |
| Purpose |
- Provide AVMA members with health plans that can be carried from one employer to the next and in which members may build equity for future use on medical expenses or, after taxation, other purposes.
- Allow AVMA members to provide more affordable healthcare benefits to their employees.

| Why AVMA Supports Health Savings Accounts |
- HSAs are good for the businesses because the premiums are lower, they are good for the insured because equity can be amassed in the accounts and retained when an employee changes employer, and they are good for the marketplace because the consumer-driven demand will constrain the growth of costs.

| Known Opposition to the AVMA Position: |
| Entities opposed to free market solutions to the current health care crisis do not favor HSAs. Opponents also include those who reject the idea that individuals should accept greater responsibility for their own healthcare. Supporters of nationalized healthcare tend to oppose HSAs. |

| Current Status: |
| S. 1019 and S. 46 would both expand HSAs. However, a total of eight Senators, all Republican, have cosponsored these two bills. HSAs are unlikely to move in a Democratic-controlled chamber, so expansion in the 110th Congress is unlikely. |
