S. 2313 Strategies to Address Antimicrobial Resistance (STAAR) Act (110th Congress)

Summary
S. 2313 (110th Congress) seeks to amend the Public Health Service Act to enhance efforts to address antimicrobial resistance. Enactment of S. 2313 would establish an Office of Antimicrobial Resistance in the Office of the Secretary of Health and Human Services that will determine how best to implement and update the goals of the Public Health Action Plan to Combat Antimicrobial Resistance.

AVMA Position: Support if the same legislation is introduced in the 111th Congress.

Justification:
S. 2313 allows an opportunity for FDA to consult with the Director of the Office of Antimicrobial Resistance concerning pending applications of antimicrobial drug applications, yet does not specifically require consultation. The AVMA continues to support the current science-based drug approval process of the FDA.
The AVMA finds benefit in an opportunity to seek additional resources to fully implement the Public Health Action Plan that is supported by the AVMA. The AVMA believes that S. 2313 may have benefit in reestablishing and strengthening the Federal Interagency Task Force and providing resources to implement the Public Health Action Plan to Combat Antimicrobial Resistance. The AVMA has had opportunity to provide input in the development of the Public Health Action Plan and has supported the plan as well as advocated for additional resources to implement the plan. AVMA has maintained that there is no need for additional regulatory or legislative restrictions on the use of veterinary antimicrobials, and supports the use of the Public Health Action Plan to address concerns related to the use of veterinary antimicrobials.
