H.R. 1280/S. 714
The Pet Safety and Protection Act of 2007
 
Summary:
To amend the Animal Welfare Act to ensure that all dogs and cats used by research facilities are obtained legally.
 
AVMA Position:
Nonsupport
 
Purpose
  • To list permissible sources of obtaining dogs and cats for research as:
    • a licensed dealer that has bred and raised the dog or cat
    • a publicly owned and operated pound or shelter that meets specified requirements
    • donation from a person who bred and raised the dog or cat; or owned it for not less than one year
    • a research facility licensed by the Secretary of Agriculture
 
Why AVMA Opposes this Issue
  • It eliminates the use of Class B dealers by excluding them from the list of permissible sources.
  • The Class B license category applies to anyone who buys, sells, or transports animals not bred and raised on their own premises.
  • It does not adhere to the AVMA policy on Use of Random-Source Dogs and Cats

Current Status:
H.R. 1280 was introduced on March 1, 2007 by Rep. Michael Doyle (D-14th/PA) and referred to the Committee on Agriculture. On March 20, 2007 it was referred to the Subcommittee on Livestock, Dairy and Poultry. S. 714 was introduced on February 28, 2007 by Senator Daniel Akaka (D-HI) and referred to the Committee on Agriculture, Nutrition, and Forestry.
